The debate in committee, which includes the hearing of experts and NGOs, is a crucial part of Finnish democracy. In the debate, the government clashes with the opposition over the concrete sections of the law that will affect the lives of citizens. The law is also discussed in parliamentary factions and whispered about in the corridors. The difficult decision also bothers the representatives that support it. This brings up the question of whether the truth of the democratic process is that the committees cannot go against government proposals. One representative says harshly: “We do what the big boys tell us to.”
